Captive portal question

I have been asked by someone to look into setting this up for them and am just looking for a few suggestions.

Basically what is needed is what I believe is called a captive portal, i.e. so that when someone connected to the network opens a web browser their connection is redirected to a specific locally hosted web page, regardless of what page they requested in the first place, but any subsequent requests would just be treated normally.

The network this is trying to be implemented on is using ClarkConnect as its router, just wondering if someone might have a suggestion about how to implement this.

It doesn't need to have any security or authentication so no need for RADIUS or anything like that and I believe it could be achieved with a DNS proxy of some kind but I'm unsure how to implement this.

if your not doing any security or authentication, can i ask what your intending on using the captive portal for? if you can tell us what your trying to achieve then we might be able to suggest more appropriate solutions.
 
Basically it would pop up with a page containing a load of loacal intranet links, file shares, pages etc.
