Elgato HD60 pro if you just want 1080p@60fps. When I had mine it worked very well, and you can of course use it as a pass through for console recording via HDMI.

I'm now using the Elgato 4k60 as I'm gaming at 1440p 144hz. It will actually record up to 4k@144fps and 4k@60fps and is very very good at an affordable price for a 4k capture card.

can it connect up to live stream tony ?

Issue with all those capture devices is that they are hdmi only. Unless the op has means of converting pal cvbs signals from the vintage consoles to hdmi, they won’t work.

Personally I’d recommend a Blackmagic: Intensity Pro 4K card as it’s got versatility of connectivity. I’ve got an older aja kona card that only does sd capture and no streaming.

What's the CPU usage like in say OBS? I know capture cards are normally intended/suited for duel setups but interested.

I'm not sure, I have a dual pc setup. Running a 5960x and 1080ti at the moment in recording pc so never thought to look at what the usage was as I've not had any issues. I don' use OBS
