capturing PAL 60Hz form an X-box

hey
my mate is trying to capture footage of his x-box ownage onto his PC for editing.
he plays the game at pal60 ( not pal50 as that is not an option)
hes been having a lot of problems with various capture devices capturing the 60Hz ( says it comes in greyscale, and 'naff quality' ) but 50Hz captures OK (but playing at 50Hz is not an option)

is this a capturing HARdWARE, or SOWTWARE issue ?
any advice will be GREAT

I have used WinTV USB to capture things from a TV/Gaming environment before. Clueless as to whether I am on 50hz or 60hz but its a good bit of kit that I have!
 
hes got a win TV USB1.0 card but ive seen the results of it and its not too good.
erm. i think hes just using a 60hz TV and im presuming hes set his xbox output to 60Hz
ill call back tomorrow when i can talk to him.

ive lent him a pinnacle PCI tv tuner but again doesnt seem to like pal 60hz ( tried allt he different settings and connections) but his mate said that he can capture at 60hz with a different type of SOFTWARE ?

ill try and get moe info for yal though !
