Mustafi, a defender that has cost us on multiple occasions and has publicly refused to sign a new contract is starting ahead of Saliba because Saliba 'isn't ready' according to Arteta.

As much as I cant stand the guy, unlike Lingard, Alli is actually a decent player. If he can find some form again I'm sure he'd do a decent job at a midtable team.
