Card down clocking?.

When I got MSI Afterburner open the clocks down clock themselves once in a while. Base clock is 1657mhz, 5005mhz. Just looking at web sites and having this open some times it goes to 139mhz, 405mhz and back up to normal. I do get stutter in games every now and then on a 1080 kfa2 ex oc. Could the downclocking be having an effect on games too?. I have set prefer maximum performance in NVidia control panel too.

It's perfectly normal for the card to clock down when it's not being stressed. My 1080 Ti also sits at 139MHz most of the time on the desktop. The prefer maximum performance setting only affects things when the card is running 3D applications. I believe that one forces the card to run at its max clock as all times when gaming, though personally I just leave it on the optimum power default. I've never experienced any stutter through it and the card still clocks up to full when it needs to, whilst maintaining much lower clock speeds when playing less-demanding titles (and so less power draw and heat). I'd imagine that any stuttering in games is being caused by something else in your system.
 
Nvidia cards do this and it does seem to be slightly buggy sometimes too. I think the only way to turn it off is by flashing it's BIOS.
