I purchased a second hand 460GTX. The seller stated it is fully working and was removed from a working system.

I have installed it, connected two power cables from my 700W crossair PSU. The card powers up along with the system but there is no display on the screen. The system then cuts off power, and restarts, and repeat.

I remove one of the two power cables to the graphic card and the system starts up, and stays on, without a any display.

I have a cheap £30 AMD card which runs perfectly.

What is the problem?

To note I previously had the same graphic card in my system and it worked fine.

could be the card was flashed with a wrong bios on it and the display part of the bios could be from a different bios from another card and the previous owner didnt know how to change it...

might want to try flashing from dos using onboard graphics to access the card and see if that fixes it.
