Is it possible that when I am carrying a 1GB memory going to the shop without using any safety handle or I just carried it using my hands( no more cover of the memory) then when arrived the technician said the memory was not functioning and he blame me because I carried the memory without safety gear, is this really the reason or the technician is lying me just to blame me?

Yes, you should've put it in an anti-static bag, it could've been faulty before but there is no way to know. Electronic components contain electrostatic sensitive devices (in this case the actual memory chips) which can be damaged by low levels of static electricity possibly causing either immediate failure or reduced longevity.
