Case and motherboard wanted to utilise a i7 8700 and a ventus 3x geforce 3070ti gpu.

For a 8700 you need B360, B365, Z370 or Z390 and as said above, it will almost certainly be used (don't pay a lot for it, or you might as well get a 12100 and a cheap 1700 board instead).

The case: what is your budget and what CPU cooler are you using? The cooler is important for picking the case.
 
One other thing that might be a consideration, is what RAM you are using..different scenario but I can't run XMP on my really cheap second hand replacement board, it's just not supported, but it's an older platform, Skylake CPU with an H110 board.

Think it's ddr4 not sure the speed

The usual places but we can't name specific shops as it's against the forum rules

What I would advise is check the listing doesn't say as is or faulty somewhere in the listing, and take a video the unboxing of the package and the motherboard socket for bent pins.
 
You can actually still get new (it's not saying used anuyway) motherboards for the 8 series from the obvious huge online retailer, but you might as well just buy a new cpu and motherboard combo in most cases because it would actually work out cheaper lol

It means it is used, so treat it like you would any used item.

The antenna and backplate are the most awkward to replace yourself, while manuals can be downloaded and SATA cables are plentiful. Missing M.2 screws/standoffs can be a pain.

I've had good experiences buying budget items from there (couple of old motherboards and GPUs).
Will work out cheaper than buying from the rainforest or the bay.
Only thing to note is that you should purchase from sellers that offer free returns.
