Case cooling limited BIOS setting

How would you go about with increasing the rpm of off the shelf computer with very limited options for rpm control? Two case fans, one CPU fan. Very little case exhaust air movement during idle.

Disabling fan control sets fans at 100% and is way too loud

Speedfan software use to be able to control fans from windows but not used it in years.

FanControl on Windows 10 and above.

Same as above, Fan control much better then bios been honest, managed to dial settings great on my system, will control pwm fans as well as gpu. Takes a bit to getting use to, well at least it did for me, as each fan can have custom ect.
