Case for lots of HDD's?

I am looking at migrating my current external hard drives setup with Mac Mini to a dedicated PC tower build that will run Plex Media Server. I am looking for a case that can hold the most hard drives for the least price. I am not requiring anything fancy with windows etc, but will look at anything if the price is right.

Not going to put a price range on this really as I just want the maximum space for drives for the least dollar.

What can you recommend folks?
 
Any limitations on motherboard size or where the case will live?

For example if it's to go into a PC desk is there a gap it needs to fit into
 
It's going to be an AMD system so looking at an ATX motherboard.
No limitations on where its going to live as it can either be on the floor next to the desk or up on the desk.

- Drive Bay: Internal 3.5" x 9 (optional 3.5” x 8 + 2.5” x 1), 2.5” x 6 - yes thats 9x3.5" AND 6x2.5" drives
 
Completely agree with the fractal R4, however OCUK don't stock it as far as I know for various reasons but it will give you 8 Harddrive slots with 2 extra SSD mounts.
