Presumably the problem is them turning it off and not on? In Windows, change what the power button does to "nothing". Unless your cat/s are incredibly persistent or fat, they won't turn the machine off

I used to come home from work to find my TV had been turned on by one of the cats walking along the top of it. I fixed it with some duct tape.
Did the little furry bugger up like a sausage, no more jumping on the TV.
