"Catalyst Control Center cannot be started." Windows 8.1

Hi all,

I've upgraded to Windows 8.1 which made all the AMD drivers etc. no longer work. I've since done two rounds off 'clean' 'official' re installations of CCC and Afterburner, latest AMD drivers for the card in my sig. etc. All seems fine but after a restart or two the CCC stops working and gives me an error where it says there are "no settings that can be configured using AMD CCC"

Very annoying. I often get the black border under/overscan issue on my monitor and I need CCC to adjust this.

Anyone got any ideas... Can't believe this is something again that's happening on a new version of windows. How can AMD and Microsoft keep getting this so wrong!

Thanks for the advice so far. The overscan thing is really just a minor niggle. Knowing that CCC and therefore afterburner aren't working properly is much more annoying.
