CCC sometimes not overdrive CPU??

Hey, just wondering if anyone knows how to fix this but sometimes when I boot my PC CCC wont overdrive my CPU so when I got onto BF3 I get about 30 fps because I'm using xfire 6950's and and phenom II 955

Can you not just overclock it in the bios?

No for some reason my MB wont let me alter any settings.
