CCC Will not run

I have been trying to get CCC (catalyst control center) to run on my laptop but for the life of me I can't. When I run the shortcut in the start menu, or by navigating to "C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static\CCC.exe" nothing happens. The mouse icon flashes to the loading ring for a few moments, then stops. Nothing appears in the task manager and the program isn't even listed as installed in the control panel.

I have already tried simply reinstalling and uninstalling all ATI files & drivers, deleting the directories and cleaning the registry of ATI entries, however this did not work and managed to kill my HDMI output (I fixed that with a restore point). Before I attempted that the directory for the CCC was entirely empty. In both cases however, the ATI installtion manager thought that CCC was installed correctly. I'm currently running win 7 64 bit, on a dell studio 15 laptop with a HD 5470 and I really don't know what to do.

I get that virtually everytime I instal new drivers. Assuming you've no probs software or hardware wise, try this:

uninstal the ati installation manager from add/remove progarmmes.
reboot into safe mode
run driver cleaner (doing this safemode means that no drivers are being used so should be cleaned totally I think)
reboot into normal mode
instal new drivers
reboot as told to do so.

That should work:)

Can you provide a link for the driver cleaner download? So many dodgy files out there.

edit: Nevermind, I managed to find the program fine. Well, I followed your instructions and all the drivers along with CCC were reinstalled but CCC still will not run and it is not showing as installed in the control panel. Also, I now have a black border around my screen (1080p desktop is not totally filling up the 1080p monitor).
