CCTV Image Enhancing

I have an image taken by CCTV which is (as usual) very blurry. I'm simply trying to decrease the pixel effect when the image is magnified.
I've used Filter > Sharpen > Unsharp Mask.. (Image Ready) but it's not having much effect.

Any other suggestions? I'm fully aware that there maybe nothing I can do but on the off chance I thought I'd ask

For enlarging an image, you want something like photozoom professional, or any software really that can interpolate images. I saw a free program a while ago that looked great but i've lost the link

do a fast fourier transform on the image,
multiply the image with a gausian kernel image of equal size to the original image (set the kernel width [sigma] apropriate for the required level of smoothing,
then inverse fft and voila, smoothed image

Here's a link to a small feature on different types of sharpening in photoshop.

I looked for it because I read an article in MacUser a while back about High Pass Filter and that seemed to work quite well without causing too many artifacts.
