CDKeys World Wide not working in Asia?

So long story short, i bought The Ascent for my brother who lives in Hong Kong currently. I bought the Worldwide key but when he tried it, it says "Not available" sorry but the following items are not available for purchase in this country". Despite the product/showing up in the steam Hong Kong store?

Is there any way to get around this or do you think CDkeys has sent me the wrong region key?

I've submitted a support ticket already since their live chat pretty much useless.
 
So I had a similar issue with GMG some time ago and the issue seems to be this.

As a retailer do they have access to keys for each and every region? If its advertised, yes

So the issue seems to relate that they probably issued you with a key that is relevant to your region (UK?) because of your IP address and payment details.
 
Managed to get it to work in the end, i logged into his account, made a small purchase of something in the UK store which allowed a region change. From there i could enter the key and activate the game. Logged out, let him back on and he could download the game and play it no probs. He can change it back whenever he needs to do another purchase again through the steam store.

Not sure, all the games on his steam store was available on our uk one but he had a few more asian themed games more likely those from china developers etc. It is weird though, in the error box that comes up on steam it doesn't actually list the game just says it can't be activated.

When Cdkeys got back to me they wanted a full screenshot of all his steam licenses and product key activations etc which i found abit weird... Never replied back to them as i managed to activate it myself.
