Celeron G540 One core higher load than the other

That's because it's a lot faster it can do the same amount of work with less usage percentage, core one is probably doing so much of the work that there is hardly any work left for the second.

Try running something like Prime95 if you want to max out both cores for testing.
 
It's not really an Intel thing just that the Celeron is a lot faster, the Athlon X2 would have been relying on the second core more due to usage on the first core being much higher.

It's good that you have less usage it means that there is more processing power left over to run other things. :)
