I am recently topping up my addiction of these wonderful life altering games but was wondering was there an editor or way to change the "transfer targets" of each club?

I would imagine if you could it would have been in tmdata.
But you could get players for free IIRC anyway.

I don't like that cheat but also I want to play it a little differently more like a chairman and just watch over.

Did they stop the inbuilt editor? My favourite version was 01/02 which still allowed you to change every aspect of the game/stats

It does have the editor yes but you cannot edit shortlists or transfer targets for clubs
