Chance of Wheels being balanced with no weights?

Bit of a thread hijack, but I have a fiesta that has a slight but noticeable vibration through the steering wheel when making even the slightest steering input at motorway speeds, is this likely to be the issue?

I've recently swapped the front/rear wheels around to even out the tyre wear and that's made no difference, each wheel has different weights on it.
 
Update -

Got the mobile fitter (this is Kwik Fit by the way) to come out again to check the balance. He said one of the weights had fallen off but all should be good now. There were weights but only clip on ones on the inside.

This made zero difference, and if anything made things worse.

So I went to an actual Kwik Fit and got them to check it again and they confirmed both wheels were slightly off balance. Now I can see they have added a fair few weights to the other side of the alloy (little square stick on ones) and the car feels much, much better.

I am a bit annoyed I had to end up going to an actual place anyway in the end. Kind of defeats the purpose of a mobile fitting.

Part of me wonders whether the balance machine the mobile fitter had in his van was faulty, or whether a balance machine in a van is even a good idea at all (I am no scientist but I would have thought something like that probably would work better on solid ground).

Anyway, seems to be sorted now.
