Just OC'd my CPU from 2.33 to 2.60 and i can see it going up and down up and down when i load something up it will increase when i close it it will decrease, Is there a way to keep this constant at the top speed?

Another little thing not related to CPU but i'm sure you will have the knowledged basically i have 2 HDD i installed one recently and i put all my music/films onto the drive but when i go to load it i here it boot up and in my computer and it crashes for a second or 2 is there away to make it boot up automatically from when i turn my computer on?

what cpu do you have I know amd cool and quit does this just need to turn it off. intel have there own version not sure the name of it.

It's probably spinning down to save power when idle, and needs to speed back up when it's about to be in use, hence the "noise and crash". You can turn this off by:

1) Go to Control Panel.
2) System and Security.
3) Power Options.
4) On the one currently ticked, click "Change plan settings".
5) Click "Change advanced power settings". This will bring up a new window.
6) Under Hard Disk, change the setting to "Never".

Once you've done this the HDDs will not spin down, and hence will always be active all the time.
