Changing Background Disabled - Windows XP

As you can see it is greyed out. Anyone know the registry setting I need to change? I've managed to remove the force activedesktop.

If this is being enforced via policy then it'll just come back on next logon.

The registry key is:

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop\NoChangingWallPaper
 
totally useless policy. it doesn't stop people from right clicking on images and selecting "set as background". i used to change the background on someone's work pc all the time and they had no idea how to change it. :p
