Chock the front wheels and if its fwd, leave it in gear too, assuming the slope isn't too bad. If in doubt though, find a mates or somewhere to do it on the flat...
if the car will roll back then as you raise the rear of the car it will go past being "level" and negate the incline. Chock the front wheels and leave in gear (if fwd) and it'll be fine.
I changed the pads on my wifes car on a slight incline. As said above and assuming the car is front wheel drive leave it gear when doing the rears and pull the handbrake when doing the fronts. In both cases make sure the wheels on the ground are chocked and for my wifes car having the handbrake on didn't cause any real problems when changing the fronts.
If you're really worried then take the car round to a friends house who has a flat drive, this is what I did when I did the brakes on my car.
leave handbrake on until you jack up car and put axel stands under, (dont worry the car wont roll away as you jack it up), then release handbrake when changeing brakes and most importanly remember to reapply hand brake before letting the car off the axel stands (including pumping the pedal if your handbrake works by acting on the calpaier)

Honestly, tipping the car forward has no impact on the effects of an incline, and jacking it up past level will not negate the incline effects on the front wheels. Chocks however will
