Yes, get info on a folder.
Highlight the small icon in the top right of the get info window.
Copy it to clibboard.
Open Preview.app
File menu>New from clipboard
Tools menu>Adjust color
Adjust the hue to your liking for each version of the folder icon in the left column.
Copy and paste the icon from Preview back onto the icon in the Get info. window.
What you can also do that is better is download packs of icons and paste them from one Get info window to another.
