Changing game scaling

Not sure if that's the correct terminology above, but in a lot of games, on my 32" 1440p monitor, I'll give one example, cities skylines, the whole interface is far too big even with the screen res set correctly.

Is there anywhere to scale down the interface or some software to scale games down?
