changing graphics card for a new one, do i need to uninstall drivers?

only difference in card is the new one is RX 580 Red Dragon V2 8192MB GDDR5
and other was Radeon RX 580 4GB NITRO+.
it was till my new one was replaced via repair etc
 
It should really cause any issues going from one 580 to another, but why not just do it anyway for peace of mind? It only takes five minutes, even if you use DDU, and you can then rest assured that any issues you encounter most certainly won't be due to driver cruft.
 
Don't use DDU unless you encounter issues. I didn't even uninstall my 280x when I fitted my 1060, just changed the card, installed nvidia drivers and away I went. Zero issues.

In your case, I'm assuming you're asking because you've done a swap like I describe and you're now getting issues? If so, it may be wise to give it a go.
