Changing MAC address and IP address...?

My brother asked me this and I thought i'd skip Google and come straight here:

IP change is relatively easy, but i'm curious how i can change my MAC address and my IP address without trace (i.e. no proxy). Effectively changing the range of IP i'm in as well, for example this house is usually in the 86.--- etc etc range.

I figured you'd know how to do this. I've seen a method to do it on MAC through creating a new registery effectively but just wondering if you've ever done it, or know someone who has.

I have asked why he wants to do this as it seems like an odd thing to want to do?

His IP will be allocated by his ISP from their pool, the only way to avoid getting an IP from that range would be to change ISP. Which device does he want to change the MAC address of; modem, router or computer?
 
On some ISPs the IP they allocate to you is based on your routers WAN MAC address.
If you can spoof that MAC address and re-connect, you get a new IP from your ISP.
 
he seems a little confused about macs. there will be several macs in the router and in the pc both as part of the hardware/firmware eproms. PC registry changes probably not going to help much on a global basis

he could get anonymised via external servers but that might not help much in certain applications

is he a political dissident, a stalker or just wanting so get back on a server he is banned from?
 
Well, the set-up at home is a BT Homehub. Nothing special really. It sounds like a server he has been banned from and him wanting to get back into it. :rolleyes:

@Saundie: That was my first thought as well...but i don't know much about it so i thought i'd better check.
