Changing multiplier !?!?!?

Hello there.

I am the proud owner of a nice new Dual Core beastie I built myself :D but I have a question.
In BIOS, and in My Computer's properties and during boot up I see my CPU is 1.6ghz, but in CPU-Z the multiplier flickers between 6 and 8 showing my speed to be either 1.2ghz or 1.6ghz.

Is this flickering normal ?
It seems to stay on 8x multiplier when I am stress testing though if that helps ?

Normal, It's saving you money on your electric bill, when you need full power it's there.

Keep it turned on unless you want to overclock, then turn it off by disabling either "Speedstepping" or "C1E" in the BIOS.
 
I shall be overclocking this bad boy at the weekend :)
Hopefully getting to the dizzying heights of 2.5 to 3.0ghz, Hehehe

I'll keep an eye out for that Speedstepping or C1E in BIOS though.
