Changing the P8 Power State Mhz

I have a triple monitor setup with one of the monitors a 144hz so my 1070 thinks it needs full core and memory clocks to run it which it doesnt.

i have been using NVidia Inspector Multi Display Power Saver to set it to automatically clock down to the P8 state when anything but games or chrome is running which has been working fine for years.

In the last few drivers updates ive noted my 2nd and 3rd screen sometimes gets some corruption on screen when specifically scrolling through my emails using outlook.

When I open chrome to force the clocks back up to P0 it all works fine.

my question is, when i go into inspector to try and change the P8 state, it offers +10 or +20 increments but they dont stick when i apply it.

Is there anywhere where I can force the clock speeds of the various power states bypassing inspector?

Last few drivers in the 441.xx series have had some funky stuff going on underneath I think to try and work around MS's constantly breaking window mode G-Sync functionality ("hacks") in the nVidia drivers which might be the root cause of this - at times my setup acts like I'm using optimal rather than adaptive power management :(
