Charging problems.

I'm hoping someone can help me with this,

I have a CG 125 (a real one) and the battery was cooked, no acid in it at all. I sorted out a battery but when I check the voltage across the terminals when the engine is running its showing 18v rising to over 20v when revving.

I have changed the rectifier/regulator and the voltages are still the same.

I have checked continuity on the stator and thats fine also.

What else can cause the charging system to output such a high voltage?
 
After stator i'm getting 36-65vac and at battery I'm getting varying voltages. Sometimes 15.8 and others 18v+

Strange thing is that when I connect the 3 yellow stator wires to the wires from the reg/rec, At that block I get the correct 13.8-14.5v but at the black and red wires from the reg/rec I'm getting the high voltages again.
 
Yes the reg should reduce stator voltage down to about 13.5-14.5v, It's actually a suzuki RG125 reg going from the part number.

I don't know if it earths to the frame, The loom it attaches to goes all over the place but I did check for a circuit between the reg's negative and the frame and the multimeter buzzes so I assume i'ts earthed fine.

I can't swap it as the new one is a loan from the guy I got the bike off, all readings are pretty much identicle to the reg I took off.

Could a bad battery cause the over charging? I have another arriving monday.
 
Yeah thats the plan, The headlight doesn't work anymore either, just the main beam. I have had that fault before and had the AA out as I was not at home and it was dark, He couldnt find anything wrong with the bulb and when I tested it again the next day when I got a replacement it started working.

I have a feeling the negative wire from the reg is connected to the bulb in someway and something is wrong somewhere so I'm out tomorrow to do a bit of fault finding.
