no idea how good the monitors are ,but they were put in to give an estimate for the total cost, so change them if you know they are poor.
put a C2D e2160 rather than a celeron in as the extra cpu power may be useful
160GB hdd as opposed to 80GB as 80GB is not worth getting, the 250GBs may be even better value for money.
550W psu as the price difference between the 450 ,500 and 550 isnt too great, any should power the PC with ease, so drop the psu down to a lower voltage rated one if money is a serious issue.
2x 3450s to give you the ability to use up to 4 displays through AVI or DVI,
CF compatible MB to give you 2 pcie slots for the 2 GPUs

the price difference between OCuk ram and brand good ram like GeiL is like 2quid, i think u can afford this one ;].
And just LOL with 160gb for photoshop? 3 monitors makes me think you're serious about it and I dont think this rig is as much serious.
