Cheap as chips HTPC mobo and CPU

I want a motherboard and a CPU, as cheap as possible to watch the odd Blu Ray and DVD.

The motherboard must take DDR3 RAM, other than that I don't care if it is AMD or Intel.

It does indeed.

To be honest for the stated use the Hudson M1 fits the bill.

I've personally used that mobo. It's mini-itx so can be put in a small case, it offers overclocking features (the A6K is multiplier unlocked) and it also includes built in wifi and bluetooth. Whilst it is a little more than the A55 chipset suggested above these extras do help to justify the price if needed
