Cheap, but upgradable PC spec

I'm buying my girlfriend a PC, and being a complete cheapskate I don't want to spend more than £300 if possible. She only wants to play games like The Sims 2 and browse the Internet and stuff but she may want to do more in future so I want it to be upgradable if possible.

It needs to include pretty much everything.

Is it possible?
 
Brand new your target is impossible if you need a monitor, keyboard and mouse. If not then it is do-able although obviously the more you can spend the better it will be overall. That is as close as I can get purchasing brand new parts, maybe try looking for a secondhand 17" CRT monitor, you should be able to pick up a decent(ish) one for £30.
