Cheap cooler to include with hand me down 2500k

I am passing my old 2500 K bones to my daughter
4.5ghz, 1.35 v

Currently on a custom loop but I will be removing that and want to replace with a cheap cooler that can maintain that clock or at least 4ghz

Suggestions please. Cheap as possible

The i5 2500k at 4.5Ghz brings the TDP to 140W (from 95W stock).

If you are happy only going to 4Ghz, then a cheap air cooler should be sufficient.

That's the cheapest one I could find with a 120mm fan to keep it quiter. States a maximum TDP of 140W too.
