I only want a cheap laptop for browsing etc but i don't want to put up with rubbish viewing angles, many don't even look right at the top and bottom when looking directly, this is pretty pathetic in 2013 considering lcd reached its potential years ago, why can cheap tablets get full hd ips and laptops around £500 still not have it, im after something under £400 and can accept 720p but not rubbish angles, does it exist?

It doesn't exist.
The only non-TN screen laptop on OCUK for instance, is a Clevo W550 base with an LG IPS panel that's rated at 6-bit colour and 400:1 contrast. In fact all 15.6" LG panels are rated at 6-bit, 2 of which are rated at 800:1 contrast but I've no idea what laptop uses what panel.
