Cheap PC spec

Hi
My brother is asking for a cheap PC so I'm after a few ideas. His budget is £500 and that is to include a monitor as well.
I have a spare mouse, PSU and DVD drive he can have but he needs the rest.
What would be his best bet?

He hardly needs any graphics power, purely processor speed as he is using it for work, with a tidy amount of hard drive space. Also, he says a 19" monitor would do him, but I was thinking a bigger size would be better.

What would you guys get?

Intel C2D cant remember model, e5700 maybe? its one of the newer s775 ones - £80
Cheap 775 MSI motherboard
Benq 22" monitor
coolermaster 400w PSU
Cooler master elite case
extra case fan
4gb corsair value select RAM
Nvidia 8400 GS passive graphics card
320BG HD - Maxtor If i recall correct
cheap DVD writer.
Cheap microsoft mouse/KB bundle

So you have plenty of budget to play with.
