Cheap system for friend

A friend needs a really cheap system, just to use for internet, mail and serving media to his 360 - he's found this one, is it any good, and could it be formatted and Vista/XP installed?

Or the alternative (as his current PC the PSU and MB have both gone) - would it be better to buy a new MB, CPU and PSU and build a system around his current drives/gfx card?

Any suggestions on cheap but decent MB/CPU/PSU?

Yeah not sure right now - I asked him for the make and model of the graphics card, RAM and hard drives to get the right bits.

Thanks for the spec, could we maybe save some money by going with a cheap AMD FX chip? Also I don't think his RAM will be DDR2 spec.

Would we get away with a cheaper and less powerful PSU given theres no major kit in there, I think his graphics card is pretty old.
