Cheap web designers

I remember there being a website where you could find cheap designers whether it be an indian working for 1p/h or a 15 year old working for pittance. Obviously I am looking for someone with half decent design skills.

Coding I can do myself, I just don't have any creative spark.

Does anyone know of such a website?
