Cheap Web/Office machine SFF

Want to build a SFF/MATX/ITX machine just web/office machine. Fast web machine primarily. Whats the cheapest faster bang for buck option. I'm wondering would a desktop cpu like a celeron, or Pentium, work out cheaper than a atom? I'd prefer something with standard desktop parts so its can be upgraded in the future. No gaming at all, though it would be useful if the onboard gfx can do Full HD in case it ends up as a media box in the future. Doesn't really need a CD/DVD or disk space. Doesn't have to be ultra small, but would prefer pizza style SFF rather than tower style of box. I was thinking something along the lines of this

But cheaper with better gfx. Would dropping to 2GB ram, Celeron be pointless vs a Atom or AMD rig?

Its replacing a P4 2.8GB /4GB Single core Dell which is just brutally slow on the web. my 1.6 C2D laptop with 2GB flies in comparison. (for the web). THis is for an older person and they are keeping their big monitor and full sized keyboard.
