I am looking for literally the cheapest build possible. All the PC will be used for is surfing the net, listening to music, watching films and the ocassional photoshop/graphic editing.

I only need the base unit but DO NOT require a hard drive.

Have a look at some of the very-low-end offerings from OEMs like Dell and HP. In many occasions they can beat DIY-rigs at this price level. Those both have refurb sites that can give even better deals.

You might also have a poke around the MM or any site on which you can find used rigs in your area. A medium-spec machine from 3-5 years ago would suit you just fine.
 
You could build a new pc from ocuk for around £150 without a hard drive and free shipping (you may need to add a dvd drive)

If you want cheap start with an Asus barebones - case, psu & motherboard for £80.
