Cheapest CPU but biggest OC on water

I fancy a bit of messing about. It's been a while from doing this but you use to be able to get a really cheap CPU but it did OC like the nuts with the right cooling.

I got a water cooling setup that using a monster HW Labs 560 with some crazy powerful fans. It's also going to in my coms room which is a solid 18c

So what CPU is it and mobo combo is good to offer such option
 
Sadly those days are long gone now and with Intel the only overclocking to be done is on unlocked K series cpu's and Z series motherboards. With Kabylake that means a Z270 motherboard and either a i5 7600k or i7 7700k cpu. All of AMD's Ryzen cpu's are unlocked but the cheapest is a £159 quad core and they are not exactly high clocking cpu's, often hitting only 3.9-4Ghz.

Intel's socket 775 was the pinnacle of overclocking for me and it was quite common to be able to double a cpu's speed back then by overclocking.
 
Are ytou looking for new or used? Used hardware, Sandybridge will OC pretty well in most cases and not cost an awful lot. You could probably pick up a 2500k or 2600k and push for 5GHz with good cooling.
 
Used for fun I would grab one of the x58 Xeon combinations. The CPUs are really cheap now (boards are still pricey but coming down) and clock very well. I had a x5670 at 4.5ghz and temps were limiting me going further on a noctua d14. 6 core. If you went mad with the volts I'm pretty sure 4.6 is achievable or maybe even more.

They are 2.9ghz standard so that would be at least a 1.5ghz overclock.
