Do you mean at 1650res max settings or just at 1650 and not care about texture/anti-aliasing settings. Makes a big difference on the video card (and hence price!)

For 330 you can get an AMD Kevari 7850 APU 8Gb of ram case and 500 watt psu. For that resolution and level of detail an apu would be perfect for you.

He said he already has a HDD.

Personally I would switch the Pentium/Mobo for the cheapest Piledrive Quad Core and cheap AM3 motherboard and maybe look at the Nvidia 750Ti. Not as powerful as the R9 270 but cheaper, smaller, quieter, cooler!
