Cheapest GPU for Civ6?

I want to build my dad a mini-ITX system that can handle playing Civ6 on his TV (1080p). He doesn't need to play on Ultra settings or anything and the card needs to fit in a mini-itx case and be as quiet as possible.

It seems to scale pretty well with older hardware,
I have it running on a spare PC at 1680x1050 on a stock 2500k paired with a 560ti and it seems pretty playable.

I would have though a GTX 1050 or an RX 460 would be a good choice

Best cards under £200 would be the AMD RX 470 (new), or if you're lucky you might find an Nvidia GTX 980 2nd hand.

The 980 would be better than the 470 if they can be found under £200.
