Cheapest graphics card for this monitor: AOC G2460PF 24"

I need a decent 1080p monitor and this seems like a good deal at the moment:

But as it's freesync compatible what is the cheapest most effective graphics card to match it to for playing GTA V on high settings?

R9 390 as GTA V is a demanding game.

Agreed, at that res the R9 390 will play on Very high settings. Check the spec of my MRS machine in my sig. That plays everything on the highest setting in GTA V with the grass one from the top. she get 60 fps all the time apart from going over that lush grass where it drops to about 40-45fps. TBH there is no stutter when it does it but Freesync will ensure a super smooth result ( i have G-sync myself so can only comment on that however they are effectively the same thing)
