Cheapest HDCP compliant video card?

Hi people,

After finally upgrading to a Core2Duo I'm now able to play H264 stuff without a hint of slowdown so I'd now like to start looking towards HD DVD or BluRay playback on the PC.

Can someone recommend a cheap video card (AGP or PCI-e) that is HDCP compliant? I've been offered a 7600GS but I can't seem to find out if it's HDCP or not.

Fanless if possible as I currently have a passively cooled 9600XT and I'm used to the lack of noise

Ooh really? I tried searching the OcUK site but didn't get many hits for HDCP (perhaps the index only includes titles).

Anyhow, I'm wondering now if I even NEED HDCP at the moment? I've read a few threads where people have said you don't need HDCP at the moment, but when trying to play a .EVO with PowerDVD 7.1 HD DVD edition I get a scrambled mess on the screen. I assumed this was HDCP related, perhaps it's not and it's drivers ...
