Cheapest? They're all free and involve 0845 dialup numbers.

exactly, its BT/call provider you pay, not ISP

I am currently using UKFSN (Enta reseller) and pay something like £7 for 50 hours every month using a 0800 number.. Not bad, and always connects. (I remember the days you had to re-try all night long to get online. lol)
