Cheapest vista>win10

If the laptop shipped with Vista, I suspect the specs of it will run 10 like a dog, if at all. It could possibly be going on to be ten years old or there abouts. What is the RAM and CPU/speed?
 
I would just keep it on Vista, don't want to waste the money on W10 just to find you was better off on vista.

another thing to cosnider is there even drivers that work on windows 8.1 or W10 for the laptop?
 
Windows 10 + and SSD will make it feel like a brand new laptop compared to Vista! You can get W10 on it for free if you run Insider Builds.

But, your probably better off buying a new laptop.
 
I wouldn't do it either. If you do, drivers for things like function keys might not work, which is really irritating. Happened to me on an old netbook.

Linux is free and is much better on old hardware.
