Cheapest way to catch dog fowlers on camera

Hey everyone,

There is an alleyway near me, which every morning has newly laid turds at several points along the run of the path.
I was wondering what the cheapest way is of attaching some kind of cctv / webcam to a tree branch or railings etc and capture the offenders on camera for some facebook shaming.

I'm sure there's a lot of PC incorrect things regarding this and data protection etc. But let's look past that and figure out what the cheapest technical solution is.

I'm thinking some kind of 4g transmitter, or even something that records to SD card that can be removed and viewed on a non-live basis.

Attach the pics all over on lampposts etc saying that the person is endangering kids playing near by with thier inconsiderate asshat antics.
