Is this chip suitable to overclock? Gonna sell it to mate who want to OC to 2.8+ with a dfi

Entirely up to the chip, some scale with volts, some just don't budge after they hit a wall and some need massive volts to get going while some scale well at stock and close to stock volts and hit a wall and don't go anywhere, all different in my experience but i'm thinking no, you might need high end water or phase for that speed and possible vcore needed.
 
my DH-E6 revision 3200+ is stable at 2.85Ghz with zalman CNPS9500, and most venice chips overclock well, cooling isn't usually much of a problem they seem to hit a clock barrier before heat becomes a major problem for some reason, least thats what i have noticed with mine
 
Only time i hit 3Ghz with a Venice is on Phase, 4 chips in all i o'ced over a yearish and all needed 1.65V+, bloody 4000+ Rig i built for a client did 3GHz on stock volts and stock cooling lol! Too bad hes not an o'cer so back to stock speed too :(
