Checking overclock on a prebuilt system

Hi. I've just recieved a prebuilt system from OCUK (Titan Spinosaur) and just want to check that is it actually overclocked. From what I've read in other threads the CPU doesn't go up to 4.6Ghz until it actually needs to, so how should I go about checking it?

Also I put the graphics card in- any way to check that is all working optimally or is the fact that it is registered by the computer enough?

Download CPU-Z and Prime 95 and run, Prime will stress your cpu and CPU-Z should show your speed increase.

GPU, try GPU-Z and check the menu bar for graphics options.
 
I noticed my GPU (6970) was on 88 degrees with the fan speed at less than 40% or something in game. From reading about this is higher than it needs to be. Which program can I use for a custom fan profile etc. with this HIS card?
