Chip fan fail or speed too low on startup

Keep getting this message on start up, guessing my CPU fan is on the way out and want to replace it.

What would you suggest for a AMD 4200 X2 and a A8N-SLi mobo, don't want to be spending too much, under a tenner if possible.
